I don't know, because I didn't check, I just made sure someone bought a load for me when they logged on just after DT.
Yeah, I checked it yesterday and nothing was showing under the Skills|Learning tree even with active items unticked.

You have to relog after each level is completed. I think it's because the primary attribute of the skill is the attribute being boosted by the skill.
